Earlier today it was announced on Havant Borough Council’s website that there is a 4 week consultation regarding the outsourcing of administrative positions within the council to a private company.
HBC have titled the news as, ‘Residents consulted on new back-office plan’.
So what is outsourcing? Outsourcing is where a business transfers existing employees to another company to do the same work. Sometimes ‘outsourcing’ also means that jobs are moved ‘offshore’. Off-shoring is where jobs are moved to a country whose employee costs are cheaper, such as India, China, or what will soon become the norm, Africa.
Havant Borough Council are asking for your views.

As a former council employee (Officer) myself, I witnessed outsourcing in the late 1980’s and early 1990’s and I have real-life experience of outsourcing in local government.
Personally, I believe that many council employees choose to be ‘in service’ to serve the state, rather than it being ‘just a job’. Nobody should know that more than the District Councillors, who incidentally I believe are considerably under-remunerated for the services they render. A District Councillor’s basic allowance is £5,350 per year.
The Public Consultation by Havant Borough Council comes at the same time that East Hants District council announced their plans to generate income by offering planning, legal and 100 other money making ideas.
Whatever your feelings on the subject, please make them known.
