Wellington Retail Park Automatic Number Plate Recognition

Do you park in The Wellington Retail Park (Matalan/Argos)? The landlord of this car park is installing an automatic number plate recognition system to enforce the 3 hour parking time limit. Drivers that go over the 3 hour limit will receive a parking invoice (Penalty Charge) in the post.

The parking invoices will be issued by Highview Parking Ltd.

      Exactly!! What they going to do at weekends and up to Christmas? Last year it took people 2 hrs getting out of there!

    Nothing like encouraging money into shops!! I can visit home bargain, food in M&S, TK Maxx and be there longer than 3 hours!! Guess I won’t be doing that now.

      I was just saying same thing, they obviously think the reason leaving the site is so bad is because of the volume of people over staying so they will jump on making money out of it. in fact what they should do is sort out the issues leaving by changing the roads lights etc….

    But you don’t legally have to pay so you. Only if it’s from the police. Or so I read somewhere.

      Read up on it. If they want the money they have to take you to small claims court. It’s up to you if you want to pay.

      Private land can not give you a fine. They can however send you an invoice for overstaying your time in their land. Which is NOT enforceable.

      Marcia Lisa Ellis I own my own private land and have an enforcement company and it’s all legal and above board. I have even checked it out with Portsmouth City Council, who came out to my property and they said I was doing the right thing! Don’t believe everything you see on the TV.

      They’ll have to sue you for it, regardless of what the Council might tell you. It’s a civil matter. The documentation will make it look as though it’s a fine, but it isn’t. Having said all that, I can’t imagine why anyone would want to spend over three hours anywhere in Waterlooville!

      Read up on it again. Most of the info you have is OLD. They will take you to court now and they will win. It’s changed a lot

    It’ll run by a private organisation, so ignore any penalty notice. They may send a few threatening reminders, but nowt they can do to inforce it! Bloody joke when half of that time will be spent getting out the car park at weekends!

      If it’s privately owned then you do have to pay charges.

      No you don’t. In the past, parking tickets were issued by police and police controlled traffic wardens and a criminal matter, and thus enforced through the magistrates courts.
      You can still be issued with a police parking ticket, usually in exceptional circumstances, but due to decriminalisation the vast majority on-street or council car park parking tickets are now issued by parking attendants, who will give you a penalty charge notice. This is a civil not criminal matter.

      You can argue till you’re blue in the face, but the laws changed and now it’s a civil matter not a criminal one if a parking charge is issued by anyone else other than the police or traffic wardens!
